The National Security Programs Group (formerly McNeil Technologies) is hiring a senior HR professional to direct and coordinate human resource management activities of its 1500+ employees in Springfield, VA. Reporting to the strategic corporate HR function in AECOM’s Texas HQ, this position manages HR generalist areas such as employee compensation, benefits administration, HRIS, employee and labor relations, personnel policies, and regulatory compliance in accordance with company strategic objectives and operational plans as it relates to an international, multi-state, multi-location environment. The HR Director maintains continued communication and interface with Corporate VP of HR in Texas and NSP CFO in Springfield, VA to carry out Corporate driven initiatives. Essential Duties and Responsibilities
- Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations.
- Manages a staff of HR professionals providing a full range of HR services to the company and divisional staff to include employee/labor relations, benefits administration, compensation administration, personnel records keeping, training and development and other HR related activities.
- Analyzes compensation policies, government regulations, and prevailing wage rates to develop competitive compensation levels for the organization.
- Develops HR metrics to help identify and determine HR workforce trends and issues that provide human capital related results and may assist in possible corrective actions.
- Analyzes statistical data and reports to identify and determine causes of HR and organizational problems and develop recommendations for improvement of HR and organizational policies and practices. Develops methods to improve employment policies, processes, and practices and recommends changes to management.
- Directs the preparation and distribution of written and verbal information to inform employees of benefits, compensation, and personnel policies. Formulates policies and procedures for testing, placement, classification, orientation, benefits, and employee relations.=
- Provides leadership and counseling support to company executives and management on matters of goal setting, policy development, personnel management, and strategic implementation in support of achieving corporate objectives and business growth.
- Prepares and manages budget for HR operations.
- Manages and coordinates all labor relations processes.
- Represents organization at personnel-related hearings and investigations.
- Responds to employee relation issues including employee complaints, harassment allegations, and civil rights complaints. Assists organization in responding to all EEOC and/or NLRB charges.
- Develops and provides training to the organization’s workforce.
- Responsible for maintaining a professional and productive working relationship with NSP staff, to include assisting in planning, organizing, controlling and executing corporate initiatives.

Supervision
Plans, organizes, directs and controls the activities of the human resources department. Position oversees the personnel tasks of contract on-boarding, training, benefits administration, compensation administration, personnel records keeping, and reviewing employee performance.
Minimum Qualifications

- Master’s degree in the Human Resources field, or an equivalent combination of education and experience. PHR or SPHR certification highly desirable.
- A minimum ten (10) years experience in senior level human resources management within the Federal government contracting industry to include collective bargaining agreement negotiations, contract administration, grievance/unfair labor practice resolution, Service Contract Act, Davis Bacon, and prevailing wage administration.
- Extensive experience in managing a staff of 5 or more HR professionals.
Computer Skills
- Proficient in MS Office programs, working knowledge of Deltek Costpoint or similar HRIS/Payroll programs.
